Dear Millbrook First Nation Band Members
Kwe’, Millbrook Band Members,
on and off reserve across Mi’kma’ki,
My name is Chris Googoo. Born and raised right here in Millbrook, these lands have shaped me, and I have spent much of my life fighting for our people. Everything I do is for the seven generations to come.
My wife Sherry and I have been married for 28 years. We raised our daughter and son here in Millbrook, and now we are blessed with four beautiful grandchildren. When they look at me, I see our tomorrow, and I will never let them down.
Over the past four years, serving as your Councillor has been the greatest honour of my life. I’ve listened to your concerns, fought for our priorities, and worked tirelessly to make meaningful progress for our community. Now, as we look ahead to the election on March 5, 2026, I am humbled to ask for your trust once more, this time to serve as your Chief.
With your support, we can continue building a brighter, more united future rooted in our Mi’kmaw peoples shared values, culture, and resilience. Thank you for believing in what we can achieve together.
I Build with My Hands and Defend with My Heart
For 19 years as a carpenter and foreman in Millbrook First Nation, I proudly helped build the homes where our families live today, creating lasting homes with strong community roots.
I founded Quality Build Construction, a 100% Mi’kmaw-owned company that provides four full-time jobs for our people, building stronger futures and economic independence in our communities.
In 2019, I founded High Grade Trading Post, a thriving Mi’kmaw owned business that now provides 26 good, full time jobs to band and community members, keeping meaningful employment, economic sovereignty and strength right here in Millbrook.
I proudly brought BeaverTails, a beloved Canadian treat, to our Mi’kmaw community as an Indigenous owned business, creating four new jobs for our people and providing summer employment for two students, blending entrepreneurial success with deep cultural pride.
These aren’t just businesses, they are powerful examples that Mi’kmaw economic sovereignty not only works, but that it thrives when driven by our own vision and determination.
Through hard work and community focused values, my ventures have created meaningful jobs, built local wealth, and strengthened our independence. At the same time, my businesses give back generously to our people through holiday draws, back to school support for our community’s students and their families, and consistent year round help for our youth, elders, and the community food bank. We do so to ensure no one is left behind and that our success lifts everyone in Millbrook.
In 2022, I founded the Micmac Rights Association, (www.micmacrights.com) an independent, grassroots group which now has over 260 members across Mi’kma’ki. Our mission is simple and powerful, to teach our people the truth about our sacred Peace and Friendship Treaties, our protected Section 35 rights in the Constitution, and how the Indian Act (a federal law) controls many rules that the Chief and Council must follow.
We stand side by side with our Mi’kmaw people in court, defending their rights and sovereignty. Our Legal Team brings forward strong constitutional challenges, and we win. I have lived these rights myself, winning acquittals in court in 2024 and 2025.
To every Millbrook band member: If you are ever charged for hunting, fishing, or trading on our traditional lands, I will be right there in that courtroom fighting to support you.
As Your Councillor, I Delivered Real Results

• Advocated and passed a motion to align with the First Nation Financial Transparency Act.
• Advocated and passed a motion for yearly AGMs, so you can hear directly from every department.

• Advocated for and passed a motion for community consultation on our policing future.
• Advocated for and passed a motion to end nepotism through fair, independent, third party hiring with preference for Millbrook band members.
• Advocated for a fair, unbiased construction tender process ensuring fairness, equality, and transparency.
• Advocated for and passed a motion to extend the Senior Christmas Gift Card program to off reserve Elders, for fairness and equality.
• Advocated and passed a motion to bring our membership list home under Section 10 of the Indian Act, so Millbrook, not Ottawa, decides who belongs.
• Stood publicly against Bill C-5, Bill 127, and other government initiatives attacking Mi’kmaw sovereignty and rights.
• Advocated for and passed a motion establishing our own independent Mi’kmaw consultation team, reclaiming direct authority over consultations and rejecting external organizations that seek to control or manage our inherent rights.
• Advocated for and passed a motion for community consultation to bring Mi’kmaw Kina’matnewey (MK) education to Millbrook, so our children learn our language, culture, and true history.

• Advocated and passed a motion to amend the current policy, clarifying that MFN employees are not eligible to run for Chief or Council due to conflict of interest.
• Seconded and passed a motion to advance a land title claim to secure the compensation rightfully owed to our people for historical land issues. We will now consult with the community at Indian Brook (Sipekne’katik First Nation) to explore opportunities for working together on this initiative moving forward.
• Advocated for and passed a motion to secure dedicated scheduled gymnasium time specifically for our youth. This ensures that youth programming hours no longer conflict with other community bookings or schedules, providing consistent and reliable access to the gym. By prioritizing this dedicated time, we are supporting the physical health, mental wellbeing, and overall positive development of our young people.
• Successfully passed a BCR banning an RCMP officer from Millbrook First Nation for infringing on a band member’s rights to trade and economic sovereignty.
• Supported the creation of Indigenous Gaming Partners (IGP), a partnership that invested in PURE Canadian Gaming. This helped secure our community’s first Revenue Earned from Operations (REO) of $1 million, which adds to our annual communal revenues.
• Advocated for and supported the ongoing construction and Millbrook First Nations investment in the new building for the Nova Scotia Native Women’s Association (NSNWA). This important facility supports Indigenous women and communities in our region.
• Advocated for and supported signing the agreement with the Atlantic First Nations Water Authority (AFNWA), and the construction of their building right here in our community. This helps improve water and wastewater services for First Nations across the Atlantic region.
Those are just some of the motions and initiatives that I advocated for as your councillor; the full text of the minutes and motions I put forwards are on the MFN website, for full transparency.

My Promise as Your Next Chief
If you honour me with your vote on March 5, 2026, these five principles will guide every decision:
Sovereignty Without Compromise – Real self-government rooted in our Treaties, no more asking Ottawa for permission to be Mi’kmaw on our land.
An Economy for Seven Generations – More Mi’kmaw owned businesses, clean energy projects, skills training, and family-supporting jobs that honour land and water.
Every Voice Heard, Every Time – Regular community meetings, scheduled updates, and complete financial transparency, because your voice truly matters, no matter where you live.
True Reconciliation: Action, Not Empty Words – I will relentlessly pursue recognition of our full Aboriginal title and fair compensation for the resources extracted from unceded Mi’kmaw territory. We are owed justice, billions in restitution for generations of exploitation. This is essential to building lasting prosperity, lifting our communities out of poverty, and honouring our inherent rights. We are not guests on these lands, this is Mi’kma’ki, our ancestral home.
People Before Pay – I will refuse the Chief’s band salary, I am already independently financially stable from my own businesses and I will donate 100% of the honorarium to programs supporting YOUTH • ELDERS • FOOD BANK.
Right away: I will launch the “Reach for the Stars” Youth scholarship program to help them chase dreams and become our future leaders. I will continue to provide ongoing support for our Elders’ vital programs and activities. I will continue donating to the Millbrook Food Bank so no one goes hungry.
I’m not running for a Title or Money. I’m running because Millbrook deserves real transparency, strong economic sovereignty, and a leader who fiercely protects our lands, resources, and inherent treaty rights for the next seven generations.
Together, let’s build the proud, sovereign nation our ancestors fought for and our grandchildren deserve. On March 5, 2026, I humbly ask for your vote.
